The leadership vision of Hon’ble Chancellor Shri Suneel Galgotia and Hon’ble CEO Dr. Dhruv Galgotia has been firmly rooted in fostering a sustainable, technology-driven startup and innovation ecosystem that contributes meaningfully to regional and national development. Through the Galgotias Incubation Centre for Research, Innovation, Startups & Entrepreneurs (GICRISE), this vision translates into empowering young innovators, supporting early-stage startups, enabling research commercialization, and strengthening academia–industry–government collaboration. The participation of Galgotias Incubation Centre in the “Viksit UP Vision 2047 – Technology Sector” consultation event reflects this alignment with the Government of Uttar Pradesh’s long-term goal of building a digitally empowered, innovation-led, and globally competitive state.

The consultation was organized on 1st December 2025 at Forum Hall, The Centrum, Lucknow, and witnessed participation from senior policymakers, government officials, representatives from NITI Aayog, industry leaders, consulting organizations, and key ecosystem stakeholders. The programme commenced with registration, setting the stage for a structured and comprehensive discussion on the future roadmap of Uttar Pradesh’s technology sector.

Inaugural Addresses and Presentations

The inaugural session began with a Welcome Address by Principal Secretary, Department of IT & Electronics, Government of Uttar Pradesh, Shri Anurag Yadav (IAS) who outlined the state’s strategic priorities in leveraging information technology, electronics, and digital platforms to accelerate economic growth, enhance governance efficiency, and create employment opportunities. The address emphasized the importance of building a strong innovation ecosystem supported by startups, incubators, and academic institutions.

This was followed by a Keynote Address by Ms. Rama Devi Lanka, Representative from NITI Aayog, who highlighted the role of policy frameworks, innovation-driven entrepreneurship, and technology adoption in realizing the objectives of both Viksit Bharat and Viksit Uttar Pradesh 2047. The keynote underscored the need for states to strengthen startup ecosystems, encourage innovation-led enterprises, and build future-ready digital infrastructure.

The context-setting session on “Viksit UP”, delivered by Shri Alok Kumar (IAS), Principal Secretary, Department of Planning, Government of Uttar Pradesh, provided a macro-level perspective on the state’s development vision. The session emphasized how technology acts as a critical enabler across sectors, supporting inclusive growth, infrastructure development, and long-term economic sustainability.

An important address on the “Role of IT Sector in UP’s $1 Trillion Economy” was delivered by Sh. Avnish Kumar Awasthi (IAS), Advisor to the Hon’ble Chief Minister, who elaborated on how IT services, digital platforms, emerging technologies, and innovation-driven startups will play a pivotal role in achieving the ambitious economic target. The address reinforced the importance of talent development, innovation capacity building, and industry–startup collaboration.

A Special Address by Ms. Debjani Ghosh, Programme Director, NITI Aayog, provided valuable insights into national innovation strategies, startup enablement, and the role of public–private partnerships in addressing socio-economic challenges. The session highlighted the importance of innovation ecosystems in translating policy vision into on-ground impact.

The presentation on “Viksit UP 2047 – Digital Pradesh”, delivered by a Representative from Deloitte, showcased global best practices, digital governance models, frontier technology platforms, and infrastructure-led digital transformation strategies relevant to Uttar Pradesh. The session emphasized how technology can act as a catalyst for governance reforms, service delivery, and economic competitiveness.

The inaugural segment concluded with a Special Address by the Hon’ble Minister for IT & Electronics, Government of Uttar Pradesh, Shri Ajit Singh Pal who reaffirmed the state’s commitment to strengthening digital infrastructure, fostering startups, and enabling industry–academia partnerships. The session ended with a Vote of Thanks by the Managing Director, UPDESCO, followed by a Networking Tea Break, which facilitated informal interactions among participants.

Consultation and Open Discussion Session

The second half of the programme featured an extensive consultation session, moderated by a Representative from Deloitte, focusing on key thematic areas such as:

  • Global Capability Centres (GCCs), innovation, and startups
  • Digital infrastructure and frontier platforms
  • Transforming human capital
  • Cross-sectoral technology interventions

Galgotias Incubation Centre (GICRISE) actively participated in these discussions, sharing perspectives based on its experience in nurturing startups, supporting prototype-to-product journeys, enabling mentorship-driven innovation, and promoting technology commercialization within academic ecosystems. The discussions highlighted the critical role of incubation centres in bridging policy intent with grassroots innovation and scalable startup development.

The consultation outcomes were summarized by the Principal Secretary, Department of IT & Electronics, Government of Uttar Pradesh, providing clarity on key takeaways and strategic directions. The session concluded with a Vote of Thanks by the Managing Director, UPLC, Sh. Ravi Ranjan (IAS) followed by a Networking Lunch, enabling deeper engagement and collaboration among stakeholders.
